Cause
The per-client quota (600 reads per minute, 60 writes per minute) or the per-IP quota at the token endpoint (60 per minute) was exceeded, or there were too many failed attempts. The response includes Retry-After.

Wait the seconds given in Retry-After and reduce the frequency. See the quotas.
